Officials: Iran widens use of clandestine oil tankers

LONDON - Iran is using old tankers, saved from the scrapyard by foreign middlemen, to ship out oil to China in ways that avoid Western sanctions, say officials involved with sanctions who showed Reuters corroborating documents.

The officials, from states involved in imposing sanctions to pressure Iran to curb its nuclear program, said the tankers - worth little more than scrap value - were a new way for Iran to keep its oil exports flowing by exploiting the legal limitations on Western powers' ability to make sanctions stick worldwide.

Officials showed Reuters shipping documents to support their allegation that eight ships, each of which can carry close to a day's worth of Iran's pre-sanctions exports, have loaded Iranian oil at sea. Publicly available tracking and other data are consistent with those documents and allegations.

"The tankers have been used for Iranian crude," one official said. "They are part of Iran's sanctions-busting strategy."


Dimitris Cambis, the Greek businessman who last year bought the ships - eight very large crude carriers, or VLCCs - to carry Middle East crude to Asia, flatly denied doing any business with Tehran or running clandestine shipments of its oil to China.

Cambis said he had not been involved in shipping before but had bought the tankers as part of a new venture he runs from the United Arab Emirates. He denied trading with Iran - though he has contacts there from his previous work in the oil industry.

He denied his vessels have loaded oil from Iran while at anchor in the Gulf. Known as ship-to-ship transfers, or STS, such movements are hard to track as crews can switch off tracking beacons or not update their recorded positions for periods to conceal that one vessel has come alongside another.

Cambis also explained a stop in Iran by one of his tankers - recorded in publicly available tracking data - as having been only for an emergency repair, not to load an oil cargo.

"There is no Iranian vessel that has done any STS with us," Cambis told Reuters in Athens in response to the officials' allegations of taking oil from Iranian tankers owned by Tehran shipping group NITC. "We have nothing to do with NITC."

The officials involved with sanctions dispute his account and showed documents detailing several ship-to-ship loadings. They said all eight of the tankers were involved in Iran trade.

In one instance in early December, according to the shipping documents shown to Reuters by the officials, an NITC tanker named Marigold loaded Iranian crude onto the Leycothea, one of Cambis's eight ships, while both were at anchor off the UAE emirate of Sharjah. Public tracking showed Cambis's tanker made a call about a month later to Zhanjiang oil terminal in China.

Loading at sea lets vessels pick up a cargo without visiting the country of origin of the crude. Officials allege the tankers are also used as offshore storage for Iranian oil which can then be transferred onward to other ships, concealing its origins.

Officials in Iran, which rejects Western allegations it is seeking nuclear weapons, did not respond to requests for comment.

Muddying waters
Experts on sanctions law said that by operating outside the European Union, ship-owners had no clear obligation to observe rules barring EU companies from buying Iranian oil, though banks and insurers with EU or U.S. business ties are giving a wide berth to firms they suspect of dealing with Iran, given U.S. and EU efforts to penalize such firms within their own jurisdiction.?

"Such ships would be used to delete traces of a trade taking place," a London-based ship broker said.

While Iran has its own substantial tanker fleet, capable of carrying over 72 million barrels, the 2 million barrels that each of the eight tankers can move would be a useful addition to its capacity, analysts said - particularly as their foreign ownership and management could help conceal the Iranian origin of the oil, making it easier to obtain insurance, finance and other ship services that are affected by EU and U.S. sanctions.

Cambis said that between August and November he bought the eight ships: Leycothea, Glaros, Nereyda, Ocean Nymph, Seagull, Zap, Ocean Performer and Ulysses I. The first five are now managed by his firm, Sambouk Shipping, in Sharjah and he is in the process of transferring management of the remaining three.

In other movements indicated by the shipping documents, the Nereyda was also involved in a separate ship-to-ship transfer with NITC's Rainbow in the Gulf in November, while the Glaros took an offshore transfer from the Marigold there in December.

The Nereyda was later recorded arriving at a terminal in China in December. The Glaros appears to have remained in the Gulf since that December transfer, according to tracking data.

Asked about publicly available ship tracking data showing that the Glaros stopped at Iran's Larak Island oil terminal on October 20 last year, Cambis provided what he said was an affidavit by the ship's master describing an emergency repair carried out by Iranian divers when the tanker was headed to Saudi Arabia.

The master, named as I. Bonoutas, could not be reached for comment. Cambis denied loading any oil in Iran. After its stop at Larak, Glaros's next recorded visits, according to ship tracking data, were at Chinese ports between November 24 to December 1.

The eight tankers, built up to 20 years ago, can carry about 16 million barrels of oil among them, shipping databases show.

Iranian crude exports declined to an average of 1.5 million barrels per day (bpd) in 2012, down about 1 million bpd from 2011 levels, data from the International Energy Agency showed.

NITC blacklisted
The eight tankers were bought last year for a total of about $204 million, ship trading sources said - reflecting prices only 3-4 percent above their worth as raw metal. The purchases have been the object of considerable discussion among ship brokers - not least because they would more typically have been broken up.

A ship dealer based in London said, however: "They can carry on trading for as long as people are willing to employ them.

"There's really not much that any authorities can do."?

NITC has been blacklisted by the West and the EU has imposed an outright ban on providing ship insurance that would benefit Iran. The exit from Iran of top providers of ship certification, vital for port access, and the removal of Iranian vessels from international registries have added to operational challenges.

While NITC has expanded its fleet in recent months, experts say access to additional foreign tankers would give Tehran more flexibility in maintaining exports.

"The key word for the Iranians is resistance as in the Supreme Leader's declaration of a resistance economy," said Scott Lucas, a specialist on Iran at Birmingham University.

"This is not an economy which is going to produce growth but it is one which is going to try and avoid a domestic collapse."

The Affordable Care Act requires state health insurance marketplaces to establish a ?navigator? program (Section 1311(i)) that will help individuals who are eligible to purchase coverage through a health insurance marketplace learn about their new coverage options and enroll. States can award grants to entities that will provide these services. This articles explains how navigators are different from brokers and agents.health insurance navigator

What is a health insurance navigator?

Under current law, navigators have the following five duties:

  1. To conduct public education about the availability of qualified health plans.?

  2. To distribute fair, impartial information about enrollment in qualified plans and about the availability of premium tax credits and cost-sharing assistance in the exchange.

  3. To facilitate enrollment in qualified plans.

  4. To refer people who need help resolving a problem with their health plan or with their premium assistance to a consumer assistance or ombudsman program or to another appropriate agency that can help with a grievance or appeal.

  5. To provide information in a culturally and linguistically appropriate manner to the population being served by an exchange.

Who can become a health insurance navigator?

The law lists a number of different kinds of entities that could become navigators, including:

  • community- and consumer-focused nonprofits;?

  • trade, industry, and professional associations;?

  • commercial fishing, ranching, and farming organizations;?

  • chambers of commerce;?

  • unions;?

  • Small Business Administration resource partners;?

  • licensed insurance agents and brokers; and?

  • other entities.

To be eligible to receive navigator grants, an entity must meet the following criteria:

1. Relationships

The entity must already have relationships, or be readily able to establish relationships, with one or more of the following that qualify to enroll in exchange plans:

    • employers and employees;

    • consumers, including uninsured and underinsured consumers; and

    • self-employed individuals.

    2. Capabilities

    The entity must be capable of performing the duties of a navigator, described above.

    3.?Meet standards established by the Secretary of HHS

    These standards will ensure that navigators are qualified and ?licensed if appropriate? and that they avoid conflicts of interest. The law requires that navigators cannot be health insurers. Nor can they receive direct or indirect compensation from an insurer in connection with enrollment of any exchange-eligible individuals or employers in a qualified health plan.

    4. Deliver fair and impartial information

    The Secretary and states will develop standards to ensure that navigators deliver fair, impartial, and accurate information.

    Can a health insurance agent or broker be a navigator?

    Yes. According to ACA Section 1312(e), the Secretary will establish procedures under which states may allow agents or brokers to:

    1. Enroll individuals and small employers in qualified health plans, and?

    2. Assist individuals in applying for premium tax credits and cost-sharing reductions in exchanges.

    Insurers are not prohibited from paying agents and brokers for their services. While the yet-to-be-issued procedures will clarify how this will work, it appears that agents and brokers can be paid by insurers for enrollments (as they are now) or can be paid a fee by the exchange, but when they are paid by insurers, they cannot simultaneously get grants to act as navigators.

    Big powers offer Iran some sanctions relief, await reply

    ALMATY (Reuters) - Major powers offered Iran limited sanctions relief in return for a halt to the most controversial part of its atomic work during the first day of nuclear talks on Tuesday, and Iran promised to respond with a proposal on the same scale.

    The talks in Kazakhstan were the first in eight months between Iran and the five permanent members of the U.N. Security Council plus Germany - the "P5+1" - on a decade-old dispute that threatens to trigger another war in the Middle East.

    Iran has used the time since the last meeting in June to further expand activity that the West suspects is aimed at enabling it to build a nuclear bomb, something that Israel has suggested it will prevent by force if diplomacy fails.

    The two-day negotiations in the city of Almaty follow inconclusive meetings last year in Istanbul, Baghdad and Moscow.

    Western diplomats described the first day of talks as "useful" but said Iranian negotiators did not immediately respond to the P5+1's demand that Tehran closes its underground nuclear facility Fordow, at the center of their concerns.

    "Hopefully the Iranians will be able to reflect overnight and will come back and view our proposal positively," said a spokesman for European Union foreign policy chief Catherine Ashton who oversees Iranian diplomacy for the six powers.

    With the Islamic Republic's political elite preoccupied with worsening infighting before a presidential election in June, few believe the meeting will yield a quick breakthrough.

    "It is clear that nobody expects to come from Almaty with a fully done deal," the EU spokesman, Michael Mann, said before the meeting started.

    OFFER PRESENTED

    A U.S. official said that the offer - an updated version of one rejected by Tehran last year - would take into account its recent nuclear advances, but also take "some steps in the sanctions arena".

    For years, the powers had attempted a mix of economic pressure and diplomacy to persuade Iran to scale back its atomic work, but Tehran has insisted that sanctions are lifted before it complies with any demands.

    In Almaty, a source close to the Iranian negotiators told reporters: "Depending on what proposal we receive from the other side we will present our own proposal of the same weight. The continuation of talks depends on how this exchange of proposals goes forward".

    At best, diplomats and analysts say, Iran will take the joint offer from the United States, Russia, France, Germany, Britain and China seriously and agree to hold further talks soon on practical steps to ease the tension. Initial meetings could involve only technical experts, who cannot strike deals.

    U.S. Secretary of State John Kerry said in Berlin that he hoped Iran "will make its choice to move down the path of a diplomatic solution".

    But Iran, whose chief negotiator Saeed Jalili is close to Supreme Leader Ayatollah Ali Khamenei and is a veteran of Iran's 1980s war against Iraq and the Western powers that backed it, has shown no sign of willingness to scale back its nuclear work.

    It says it has a sovereign right to carry out nuclear enrichment for peaceful energy purposes, and in particular refuses to close the underground Fordow enrichment plant, a condition the powers have set for any sanctions relief.

    FASTER ENRICHMENT

    A U.N. nuclear watchdog report last week said Iran was for the first time installing advanced centrifuges that would allow it to significantly speed up its enrichment of uranium, which can have both civilian and military purposes.

    Accelerating Western sanctions on Iran over the last 14 months are hurting Iran's economy and slashing oil revenue. Its currency has more than halved in value, which in turn has pushed up inflation.

    The central bank governor was quoted on Monday as saying Iran's inflation was likely to top 30 percent in coming weeks as the sanctions contribute to shortages and stockpiling. [ID:nL6N0BP51A] Iranians say inflation is already much higher than that official figure.

    But analysts say the sanctions are not close to having the crippling effect envisaged by Washington and - so far at least - they have not prompted a change in Iran's nuclear course.

    Western officials said the powers' offer would include an easing of restrictions on trade in gold and other precious metals if Tehran closes Fordow.

    The facility is used for enriching uranium to 20 percent fissile purity, a short technical step from weapons grade.

    Western officials acknowledge an easing of U.S. and EU sanctions on trade in gold represents a relatively modest step. But the metal could be used as part of barter transactions that might allow Iran to circumvent financial sanctions.

    Iran's foreign ministry spokesman last week dismissed the reported incentive as insufficient and a senior Iranian lawmaker has ruled out closing Fordow, close to the holy city of Qom.

    I was married once, for 12 years, to a very good man.

    I was in my early 20s and having little relationship experience, I brought with me to the marriage fixed ideals, a script really, of how I was supposed to be and the way life was supposed to unfold.

    I followed the script?s instructions and its predetermined expectations for what is and isn?t allowed for someone once they get married. Within the context of that script, I was a good wife and that was important to me because I saw the script not just as a how-to manual for one of the most important roles of my life, but I also believed that to follow the script would guarantee happily ever after.

    Though the script offered my husband and I a pleasant life together, the role that I was playing was not genuine; I couldn?t find myself in it. Not long after I was married, my Mom checked in with me to see how I was adjusting to my new life. ?I?m bored? I told her. Her response affirmed exactly what I had been feeling, ?Things are different now.? she said. ?You?re married.?

    As discouraging as those words sounded to me, I understood what my Mom meant.

    I was married, and I accepted that with that came certain expectations, and even necessary losses.

    I seemed to be playing out that old idea of Ego Psychologist, Erik Erikson that says that it is necessary for a woman to leave room in the formation of her identity to accommodate that of her husband. I didn?t really know who I was and I depended a great deal on my husband to define me. I gave up many of my own interests, pursuits and ambitions simply to be available to his.

    In time, I went to my husband and shared with him my need to expand, to expand professionally, sexually and spiritually. I didn?t want to just be someone?s wife anymore; I wanted to be me. The problem was, nearly a decade had already past and our life together was based on how things had been, not the new kind of life I was requesting. He was on a steady track in his life and he wasn?t really interested in getting off it. Who could blame him?

    In the years after that marriage ended, I steered clear of relationships that were at all traditional and committed. I instead drifted from one casual agreement to another. While I relished the personal freedoms these agreements allowed me, they also weren?t particularly nourishing emotionally or spiritually. While on one hand I appreciated being able to be with another person without attached expectations, I was growing unfulfilled by the lack of sustenance these interludes offered and by their ironic predictability. There was no mystery or romance of what could be. There was no wonder, joy or magic.

    It was about this time that I began an open relationship with a man who had long practiced polyamory.

    In this man?s boldness and in his commitment to this lifestyle, I saw something possible for myself that I had never considered before: that I could have a strong emotion connection with someone and not have to compromise my desire to be ?free.? What I saw possible with this man was not limited to mere sexual expression. I saw sexual freedom as a metaphor for freedom in general. The freedom to be myself, exactly as myself, and to be accepted and loved just as I am.

    sexyyogaWhile this open relationship allowed for a certain level of sexual expression, in the end I found it to be just as confining as my traditional marriage.

    The same conflicts took place: double standards in what opportunities were allowed for him and me and a relationship structure that benefited his preferences over mine. I found myself taking on the same role as I did in my marriage, the role of being in the service of, allowing myself to be defined by another and not setting boundaries and expectations where they would serve me.

    I share these experiences because over the last 20 years I have learned a thing or two and from where I am standing, I see hope; a hope that stems from integrating our most traditional and most alternative relationship styles in a way that progresses the conversation about and practice of long term committed relationships.

    Monogamy has a beauty all its own, a beauty that inherently stems from its unique expression of loyalty and devotion to one person. For me, monogamy is a little like being Catholic. I may not agree with all parts of it and I may even resist labeling myself as such as if a single word can fully capture such a complex expression, but in my heart and at my core, I have a deep reverence for that tradition and ultimately it is where my heart lies.

    I believe a monogamous relationship can not only work but has the potential to be a space of intense freedom for both people.

    It is a freedom though that needs to be cultivated and unfortunately there isn?t the pull in society for two people to be both committed to each other and to foster each other?s personal freedoms. At the core of what makes any long term relationship work is when two people want the same things, coupled with a respect for and an intentional enhancement of their respective expansion into the spaces in which they differ.

    One of the greatest gifts I learned from being in an open relationship is the concept of compersion, which is to take pleasure in someone else?s pleasure.

    It is the practice of compersion that curbs sexual and emotional jealousy and possessiveness. It is the practice of compersion that pulls us away from the notion that we have someone and that they are ours. It is also that which diminishes the feeling of threat when you know that the one you love is loving and being loved by someone else and it is knowing that that your partner is also practicing compersion that allows one to be fully with another without guilt or hesitation.

    This practice is not an easy one, but as the saying goes, it is worth it. When practiced fully compersion can bring about not only intense sexual arousal and personal pleasure but a deep feeling of peace, love, and spiritual oneness.

    Buddhists have long practiced a related idea of love without clinging.

    In Buddhist tradition this practice is called Metta or loving kindness. To practice loving kindness is to have a strong wish for the happiness of others, a happiness independent of approval or disapproval and independent of expectation for anything in return. This act of Metta is said to be the first of four sublime states, the state of joy, or mudita, which is defined as true happiness in another beings happiness.

    This practice of compersion or loving kindness is often missing from romantic relationships, particularly monogamous relationships.

    So often we hold on too tightly. We feel threatened when our mate takes on new life challenges, makes new friends or expands into new areas of life. We feel afraid, ?What will happen to me?? ?Will they still love me?? ?Will they forget about me?? ?Will I be enough for them?? We can create a quiet pressure for our mate to not expand themselves out of our own fear for how that will affect us. The dirty secret of relationships is that we would sometimes rather be unhappy with someone or we would sometimes compromise another person?s happiness just so that we don?t have to risk the relationship ending. Where is the love in that?

    One of the greatest gifts that we can give our partner is to get behind them and propel them forward.

    We do this not just by supporting them, being available and sharing in their joy. We also do this by living big lives of our own, by developing ourselves, our careers, our friendships, hobbies and spirituality. We share with them the goodies of our adventures: our victories and our struggles as we broaden our horizon and spread into new growth. Developing ourselves encourages our partner to do the same, which ultimately creates a rich and evolving union.

    A key aspect of the practice of loving kindness is to first practice it with oneself. In this way, our sense of freedom inside of a relationship as well as our sense of security comes from our own heart. When we hold ourselves with that divine embrace, the embrace that allows for both comfort and expansion, we can each be born newly and experience romantic love as if for the first time.

    Microsoft Victimized by Cyber Attack


    Software giant Microsoft has become the latest victim of a shameless and malicious computer hacking, according to a CNN report.

    The report claim that Microsoft general manager Matt Thomlinson has admitted to such an attack to the software company by saying, "As reported by Facebook and Apple, Microsoft can confirm that we also recently experienced a similar security intrusion."

    Thomlinson went on further to say "During our investigation, we found a small number of computers, including some in our Mac business unit, that were infected by malicious software using techniques similar to those documented by other organizations."

    Microsoft gave few other details about the hacking incident, but the company said it had "found no evidence that any customer data has been stolen in the cyber attack."

    In addition, Thomlinson said Microsoft was being targeted by "determined and persistent adversaries," though he didn't specify who those were, but there's also an NBC news report linking the recent attacks on the Internet on the U.S. government and American private companies to hackers working for the military based in China.

    Firefox phones coming this summer

    (AP) ? Mozilla, the non-profit foundation behind the popular Firefox Web browser, is getting into phones. But it's not stopping at Web browsers ? it's launching a whole phone operating system.

    The Firefox OS will land in a crowded environment, where many small operating systems are trying to become the "third eco-system," alongside Apple's iOS and Google's Android. Together, those two account for 91 percent of smartphone sales, according to research firm IDC.

    Mozilla has an ally in phone companies, who are interested in seeing an alternative to Apple and Google. Thirteen phone companies around the world have committed to supporting Firefox phones, Mozilla says, including Sprint Nextel in the U.S. Phones are expected this summer in countries like Brazil, Colombia, Mexico, Poland, and Spain.

    A Chester County, Pa., man will now be charged for?shooting and killing his neighbor's two beloved dogs.

    Police say 72-year-old Gabriel Pilotti shot and killed his neighbor's two dogs.

    "These are dogs that slept with the kids in their rooms," said Bill Bock, who had to break the news about the family pets to his children.

    "A lot of tears," said Bock.

    Argus and Fiona, Bernese Mountain dogs, escaped from their fenced yard Feb. 13 in West Vincent Township, Chester County in Pennsylvania. They wound up inside Gabriel Pilotti's yard, where he keeps sheep.

    Pilotti, 72,?shot and killed both dogs, according to police. Investigators say he told them he was afraid the dogs would hurt his sheep.

    "I asked him why he would shoot two dogs," said Bock. "And he said, 'I shoot first.'"

    The shootings caused tension in the community because initially Pilotti was not charged. Prosecutors said his actions were justified because of a Pennsylvania law that states you can kill a dog if it's caught in the act of pursuing a domesticated animal.

    West Vincent police went back to investigate some more, however, and determined that the dogs were not chasing or pursuing Pilotti's sheep when he shot them.

    According to District Attorney Tom Hogan, Pilotti shot the first dog in the head, then reloaded his shotgun and killed the second dog as it was running away from Pilotti.

    "There was no justification for the killing of these two dogs," Hogan said. "Our sympathies go out to the family and children who lost their beloved pets."

    Pilotti is charged with cruelty to animals and recklessly endangering another person because police say there was a house in the line of fire when Pilotti was shooting. Police say Pilotti "expressed remorse for his conduct."

    Boeing proposes full 787 battery fix to FAA: sources

    WASHINGTON/SEATTLE (Reuters) - Boeing Co on Friday gave U.S. aviation regulators its plan to fix the volatile battery aboard its new 787 Dreamliner, even though investigators have not yet determined what caused the batteries to overheat on two planes last month.

    Boeing did not propose abandoning the lithium-ion batteries and is not working on a backup or longer-term fix for the problem that has grounded its entire fleet of 50 Dreamliners for nearly five weeks, three sources familiar with the plan said.

    The company and the U.S. Federal Aviation Administration said no firm result emerged from the meeting between Deputy Transportation Secretary John Porcari, FAA Administrator Michael Huerta and other FAA officials and Boeing Commercial Airplanes CEO Ray Conner and other senior Boeing executives in Washington.

    With Boeing's costs mounting by millions of dollars a day while the planes are on the ground, the FAA said it is "reviewing a Boeing proposal and will analyze it closely. The safety of the flying public is our top priority and we won't allow the 787 to return to commercial service until we're confident that any proposed solution has addressed the battery failure risks."

    Boeing declined to comment on the details of its proposal, but said the meeting with the FAA was productive.

    The proposal to the FAA includes measures to address a range of possible causes of short-circuits in the batteries, the sources said.

    Five weeks ago, U.S. authorities grounded the worldwide fleet of 787s. U.S., Japanese and French investigators are still not certain what caused the battery fire aboard an All Nippon Airways 787 in Boston and an overheated, smoking battery on a Japan Airlines 787 in Japan.

    The proposed fix includes adding ceramic insulation between the cells of the battery to help keep cells cool and prevent a "thermal runaway" in which one cell overheats and triggers overheating in adjacent cells. It also includes building a stronger, larger stainless steel box with a venting tube to contain a fire and expel fumes outside the aircraft should a battery catch fire again, the sources said. In addition, the plan proposed wiring changes, self-torquing screws that will not come loose and battery alterations to prevent moisture and vibration problems, one of the sources said.

    But there was also a plan to use a different battery type or some other longer-term fix, the sources said.

    "I have talked to a number of people who are working directly on these batteries. No one is on the Plan-B team," said a person familiar with Boeing's efforts who was not authorized to speak publicly about them.

    A second source, who also was not authorized to speak publicly, said Boeing does not view its proposal as a temporary "band-aid" that would be supplanted by another solution later.

    Boeing spokesman Marc Birtel said in a statement: "We are encouraged by the progress being made toward resolving the issue and returning the 787 to flight for our customers and their passengers around the world."

    Birtel reiterated that hundreds of engineers and technical experts are working "around the clock" to return the 787 fleet to service. "Everyone is working to get to the answer as quickly as possible and good progress is being made," Birtel said.

    Boeing's stock closed up 65 cents, or 0.86 percent, at $75.66 on the New York Stock Exchange.

    Richard Aboulafia, aerospace analyst with the Teal Group in Virginia, said Boeing needed a backup plan in case the FAA did not approve its proposal.

    "It's a bit tone deaf to propose containment and management when the political winds are favoring an elimination of the risk," he said, citing Transportation Secretary Ray LaHood's insistence that the plane would return to flight only when it was "1,000 percent safe" and similar remarks by other officials.

    "They need to be out there talking about a bigger solution beyond mere containment because the political winds and public opinion are not going to favor a solution that's focused on fire and smoke management," Aboulafia said.

    He noted that Airbus had already signaled its plan to switch back to more traditional nickel cadmium batteries for its A350 airliner, but the 787 was far more dependent on electrical power, which would complicate any effort to switch to a different type of battery. A complete redesign could take around nine months to implement, he said.

    Another source said that kind of solution could take two years if, for example, Boeing decided to use nickel cadmium batteries on the 787, similar to those used on the 777 jet.

    The U.S. National Transportation Safety Board is still investigating the Boston fire and the Japan Transportation Safety Board is investigating the battery failure in Japan. Neither has found a root cause for the problems.

    The sources said the NTSB might never find the cause because the battery in Boston was severely damaged by the fire.

    Given the financial cost of the grounding for Boeing and the airlines that own the jets, estimated at $200 million a month, Boeing decided to address all possible causes with the measures, rather than wait for the NTSB to identify one specific cause, the sources said.

    Boeing engineers have been working with outside experts and U.S. government officials to address possible cause of the battery issues. The team includes experts from the U.S. Navy and the National Aeronautics and Space Administration, which uses a lithium-ion battery on board the International Space Station.

    Boeing engineers went through a "fault tree" and "came up with a list of half a dozen things that could have led to problems," said a congressional source who had been briefed on the matter, but was not authorized to speak publicly.

    "They have a list of things that it could be, and the fixes are designed to address that list of problems," the source said.

    If the NTSB's investigation turns up additional possible causes, those would be added to the mix, another of the sources said.

    Boeing machinists already are building the new containment boxes for the battery, a sign the company is confident that the FAA will eventually approve continued used of lithium batteries and the contain-and-vent strategy for dealing with fires, according to a person familiar with the matter.

    The FAA granted Boeing permission to use lithium batteries in 2007, but set nine special conditions the company had to meet.

    Asked why the company's extensive testing of the batteries had not revealed problems with the batteries and the electrical systems used to operate them, one of the sources said test environments had limitations and the real test of an aircraft always came when it was actually operating.

    If the Boeing plan is approved by FAA Administrator Huerta and Transportation Secretary LaHood, company officials expect the 787 fleet to return to service within eight weeks, one source said.

    Another source, who is also familiar with the 787 investigation but not authorized to speak publicly, said a key challenge for Boeing would be to redesign the battery box so that it could truly contain a fire if one occurred.

    Despite Boeing's statements about containment being the plan for a battery issue from the start, the blue box that held the current lithium-ion battery was clearly "not designed to contain a fire," said the source.

    Another person familiar with the engineering work said the new box would be made of stainless steel nearly half an inch thick. It would be capable of containing an explosion, and would have a tube to vent smoke and flame outside the jet.

    However, the source said engineers have raised questions about the safety of venting flames outside the plane, especially if it is on the ground and being fueled. The effect could be something like a flamethrower, this person said.

    Iran announces uranium finds, days before nuclear talks

    DUBAI (Reuters) - Days before resuming talks over its disputed atomic program, Iran said on Saturday it had found significant new deposits of raw uranium and identified sites for 16 more nuclear power stations.

    State news agency IRNA quoted a report by the Atomic Energy Organisation of Iran (AEOI) which said the reserves were discovered in northern and southern coastal areas and had trebled the amount outlined in previous estimates.

    There was no independent confirmation. With few uranium mines of its own, Western experts had previously thought that Iran might be close to exhausting its supply of raw uranium.

    "We have discovered new sources of uranium in the country and we will put them to use in the near future," Fereydoun Abbasi-Davani, head of the AEOI, was quoted as saying at Iran's annual nuclear industry conference.

    The timing of the announcement suggested Iran, by talking up its reserves and nuclear ambitions, may hope to strengthen its negotiating hand at talks in Kazakhstan on Tuesday with the United States, Russia, China, Britain, France and Germany.

    Diplomats say the six powers, known as the P5+1, are set to offer Iran some relief from international sanctions if it agrees to curb its production of higher-grade enriched uranium.

    The West says Iran's enrichment of uranium to a fissile purity of 20 percent demonstrates its intent to develop a nuclear weapons capability, an allegation the Islamic republic denies.

    FROM MINE TO CENTRIFUGE

    The enriched uranium required for use in nuclear reactors or weapons is produced in centrifuges that spin uranium hexafluoride gas (UF6) at high speeds. The UF6 is derived from yellow cake, a concentrate from uranium ore discovered in mines.

    Iran's reserves of raw uranium now stood at around 4,400 tonnes, taking into account discoveries over the past 18 months, IRNA quoted the report as saying.

    In another sign that Iran is intent on pushing forward with its nuclear ambitions, the report also said 16 sites had been identified for the construction of nuclear power stations.

    It did not specify the exact locations but said they included coastal areas of the Gulf, Sea of Oman, Khuzestan province and the Caspian Sea.

    Iranian authorities have long announced their desire to build more nuclear power plants for electricity production. Only one currently exists, in the southern city of Bushehr, and that has suffered several shutdowns in recent months.

    The announcements could further complicate the search for a breakthrough in Kazakhstan, after three unsuccessful rounds of talks between the two sides in 2012.

    "We are meeting all of our obligations under the nuclear Non-Proliferation Treaty and we should be able to benefit from our rights. We don't accept more responsibilities and less rights," Saeed Jalili, Iran's chief nuclear negotiator, was quoted as telling Saturday's conference.

    In what Washington has called a provocative move, Iran is also installing new-generation centrifuges, capable of producing enriched uranium much faster, at a site in Natanz in the centre of the country.

    Western diplomats say the P5+1 will reiterate demands for the suspension of uranium enrichment to a purity of 20 percent, the closure of Iran's Fordow enrichment plant, increased access for International Atomic Energy Agency inspectors and agreement to address concerns on existing uranium stockpiles.

    In return, the latest embargoes on gold and metals trading with Iran would be lifted. Iran has criticized the offer and says its rights need to be fully recognized.

    "If the P5+1 group wants to start constructive talks with Tehran it needs to present a valid proposal," said Jalili. "It needs to put its past errors to one side ... to win the trust of the Iranian nation."

    In a statement issued before the Iranian announcement, German Foreign Minister Guido Westerwelle said the six-power group wanted to enter a 'substantial negotiation process' over Tehran's nuclear program.

    "The talks in Almaty are a chance which I hope Iran takes," he said.

    Williams Lake mayor releases statement about union's tactics

    Mayor Kerry Cook released a statement late Thursday, responding to the "union's tactics."

    ?For the first time, the unionized employees of the City of Williams Lake have chosen to go on strike. The mayor and council consider the action unfortunate and designed to inconvenience our citizens but respect our employees right to do so.

    With the agreement of the City and the Union, the Labour Relations Board has issued an Essential Services Order which will protect services necessary to protect our citizens? health, safety and welfare during the strike. If necessary, the city will apply for amendments to the order.

    Clearly our citizens will be inconvenienced. For example, with Spring Break on the horizon, the union?s actions have lead to the shutdown of all programmes at the Cariboo Memorial Centre. We regret this.

    The mayor and council also regret that the union has chosen to undertake a campaign of personal insults and misinformation, attacking city management, our negotiators and the council.

    We do not know if the union?s tactics are having the desired effect. We do know that the feedback the mayor and council have been receiving has been overwhelmingly positive.

    With regard to our management staff who are working hard to maintain essential services and to the city?s negotiating committee, they are doing a remarkable job under very trying circumstances and are having to endure inexcusable personal insults from the union. Management and our negotiating committee have the full and unqualified support and confidence of the mayor and council.

    Before engaging in these personal insults against people doing their job, the union should remember that at the end of this strike, we all have to work together again. Needless antagonism is uncalled for.

    Unfortunately the union has chosen to publish untruths and misleading statements. We will publish bulletins as necessary to rebut the union?s falsehoods as necessary and they will appear on the City?s website.?

    John Dube, International Operating Union of Engineers Local 882B service representative responded to the mayor's message late Thursday saying the union does not have to justify what it's putting out to the public.

    "The union has been very truthful and open and welcomes the public to come and talk to our people to find out that what we're putting out there are the facts. The union does not have to prove itself and that it has not lied to the public."

    It was the union that went to the city and said it would supply the operators to make sure the ice remained at the complex, Dube added.

    "So it seems funny that when they say they are trying to do something for the public, their idea was to take the ice out. Their track record is lousy," Dube said. "They had to go to arbitration with the Cariboo Regional District [fire protection], they are trying to shove arbitration down our throats because they can't do what they are supposed to do, and it's us that are putting out mis-information?

    "They haven't proven that we've put out one piece of misinformation."

    Harvard has graduated some 52 billionaires, with a collective fortune of $205 billion, to lead Wealth-X's global list of universities ranked by alumni worth $1 billion or more. That's nearly twice as many as the No. 2 school, the University of Pennsylvania, which has 28 billionaire alumni worth a collective $112 billion.

    And these numbers don't include either Microsoft's Bill Gates or Facebook's Mark Zuckerberg both of whom attended Harvard but didn't stay to get their degree. Together they are worth some $45 billion.

    Before dismissing Harvard as a domain of rich kids who mostly inherit their wealth, consider that the school also claimed the highest percentage of self-made billionaires in the study. Seventy-four percent of the school's billionaire alumni "built that," Wealth-X found.

    "It shows the power of networks," said David Friedman, president of Wealth-X. "Harvard has this entrenched, powerful network that extends across so many sectors and is incredibly pro-active about connecting its alumni. You get a great education, but you also get access."

    Harvard's success, said Friedman, "validates what we all whisper and now we know: It's not just what you know, it's who you know."

    Other schools can boast about their networks, too, particularly those with lines into technology and other leading fields for growing wealth.

    Stanford University, in the heart of Silicon Valley, has 27 billionaires to its credit, ranking No. 3. M.I.T., whose alumni beat Harvard's for highest average net worth, at $257 million, has sprinkled its number-crunching analysts throughout Wall Street and hedge funds. The University of Cambridge, the only school outside the United States to make the top 10, is a high-tech leader in the U.K.

    And in the broader category of ultra-high-net-worth individuals, which Wealth-X defines as those worth $30 million or more, "there are smaller clusters of successful graduates who have drawn in other alumni," Friedman noted. The University of Virginia, for instance, has many fewer billionaires, but outdid Harvard for the highest percentage of self-made wealthy, at 79 percent.

    Monash University, in Melbourne, Australia, is a launching pad for women. Seventeen percent of their ultra-high-net-worth graduates are women. Among top American universities, Northwestern and Brown are conducive to female wealth with 15 percent and 14 percent.

    But Harvard led in every other category in the Wealth-X rankings. Its ultra-high-net-worth graduates' sheer numbers ? totaling close to 3,000 ? and their outsized total net worth of $622 billion is enough to make parents whose children won't be going feel left out.

    Some quick math, Friedman pointed out, provides a little balm for those suffering from elite education envy. In all, the universities mentioned in Wealth-X's report have helped create 14,355 ultra-high-net-worth individuals out of a total global population of more than 186,000, or about 7 percent. "That leaves 93 percent of the world's super-rich," Friedman said, "who did just fine without attending a top ranked school."
